Donald Stewart Mills was born on March 27, 1934, in Toronto, Ontario, as the second of five sons to Ralph Shaw and Thora Mills. He attended Rosedale Public School and the University of Toronto Schools, where he enjoyed playing football and hockey. Donald studied Political Science and Economics at the University of Toronto, followed by four years at Osgoode Hall Law School, then he articled at Mills & Mills. He became the Moot Court Champion in 1957 and graduated with honors in 1959.

Donald married Ann Tyrrill, and they had four children together. He received the Clara Brett Martin Memorial Scholarship for achieving the highest mark in Estate Planning. Joining the family law firm in 1957, he became a partner in 1961. He also instructed in the Bar Admission Course on Estate Planning and Taxation and was appointed Queen’s Counsel in 1972.

In 1982, Donald was invited to join the International Lawyers Group. He pursued both legal and business interests in aviation, becoming an instrument-rated multi-engine pilot with over 2,000 hours as a pilot-in-command, often flying himself to destinations across North America.
