Ralph Shaw Mills was born on October 23, 1903, to Alexander and Mary Louise Mills. He attended Rosedale Public School, U.T.S., and later Victoria College at the University of Toronto. After completing his education at Osgoode Hall Law School, he articled with the family firm and was called to the Bar in 1928, joining his father and brother in the practice. Ralph married Thora McIlroy and served as an officer in the University C.O.T.C and the Queen’s Own Rifles Reserve during the Depression and World War II.

He was deeply involved in public service, spending 20 years as a member of the Judicial Committee and 25 years with the Toronto Home Missions Council, 18 of those as its president. Ralph was also a founder of the Canadian Diabetes Association and served as the Honorary Solicitor for the Diabetic Association of Ontario for the first six years. He and his wife Thora were awarded Queen Elizabeth II’s Silver Jubilee Medals for their public service. Two of their five sons, Donald and Paul later became partners in the family law firm.
